Was Russell Chauvenet ever awarded the FIDE International Master Title?

Russell Chauvenet was a Virginia and Maryland player who won the state
championships of both Virginia and Maryland several times and the 1959
US Amateur Championship. He also won the USA Championship for the deaf
several times. It seems clear that he was a master strength player.

The claim is made in his Wikipedia biography that Russell Chauvenet
was awarded the International Master Title by FIDE some time after
1992. I do not recall this title being awarded and I tend to keep
track of things like that. Unfortunately, FIDE has not kept good
records of titles being awarded. I still have not been able to find
out how or when Norman T. Whitaker got the International Master title.
The FIDE Official who keeps track of these titles, Mikko Markkula,
died recently.

Can somebody please find out if FIDE ever awarded him this title? Here

Don't know about Chauvenet, but Whitaker got the IM title in 1965,
after intense lobbying on his own behalf. For more on that, consult
